The other day I announced that I would go abroad for further studies right after my college education. My decision evoked the immediate objection of my family： Why？ Why should I borrow a huge sum of money for overseas studies while I might receive the same education at home at relatively low cost？ My answer is： in addition to knowledge， I can gain experience that those who stay at home will never have.

First， experience is the opportunity for the real-life use of foreign languages. While a person can study a foreign language at home， the effect can never be compared with constant use of the language in academic and everyday life. There is no better opportunity to improve second-language skills than living in the country in which it is spoken. 观众一：我是来自西安交通大学的，我想请问一下反方的同学，如果不用法律上 18 岁成年人的规定的话，那么如何判定一个人的心理年龄是否成熟？
武汉大学：首先法律上的完全责任行为能力人绝对不代表心理上的成熟，比如说泰国就规定， 7 岁的人就有完全民事责任；再比说以前苏联的《刑法》就有个规定 12 岁的人就具有完全的刑事责任，而且在美国一些州也规定 14 岁的人就可以被判处死刑，而且在美国的两个州同样规定，一个刑事责任年龄达到 18 岁，一个刑事责任年龄只有 10 岁，按照对方的观点， 10 岁的人、 7 岁的人、 12 岁的人是不是心理年龄都已经成熟了呢？可见我们今天既然探讨心理问题，请要根据它的科学依据，绝对不能按照他的完全刑事责任年龄或民事责任年龄来判断他的心理年龄究竟成熟多少，我想以这样的标准来判定的话，恐怕会脱离实际。谢谢。

武汉大学：我们的学生的确动手能力比较差，但是这个问题我们要分两方面来看，我得告诉您，中国的基础和本科教育实际是世界一流的，这不是我说的，这是哈佛大学校长说的，同时毛博士也说过这样的话。同时美国大学的基础和本科教育，实际上在很大程度上是我们高中的课程，也许在那里你可以培养到自己的动手能力，所以我建议我们的学生首先在国内接受本国的世界一流的本科的基础教育，然后再出国，往高精尖的方向来发展，这不是两全其美吗？

武汉大学四辩：我们先来分析一下对方同学的基本逻辑，无非是说出国留学利大于弊，高中毕业生出国留学是出国留学，所以高中毕业生出国留学利大于弊。但听起来好象是一个很严密的三段论，那好我们根据这个方法再来对比一下，自由恋爱利大于弊，初中生自由恋爱也是自由恋爱，所以初中生自由恋爱利大于弊。这样的结论大家又以为如何呢？可见对方辩友今天最根本问题就在于用一个抽象的形式逻辑来具体分析的辩证态度，第一是解开了推理和掩盖高中毕业生生理和心理的各种状态，这样只重逻辑不重现实的轻蔑治学方法恐怕也是弊大于利的吧？第二我们来看看对方辩友用的是什么样的论证方式，无非是用一些表面的、眼前的、局部的利去掩盖根本的、长远的、全局的弊，我方重复论证高中毕业生年龄较小，出国留学更容易适应那面的环境，更容易躲避国内的高考压力，同时也确实也出了一些特定的人才，但是不要忘了，从整体上来说高中毕业生处于一种心理自我熟悉性还没有解决的特定状态，一方面他建立的文化本根还没有形成，一方面又到国外去接受语言的、学习的、思维方式的多面压力和异域文化的全面冲击，其结果往往只可能被动融化而不是主动吸收，是不分好歹的套来的 ，而不是以我为主的拿来的。这样一种文化本根的流失也许当事者自己还浑然不觉，甚至是乐此不疲，但是对国家和民族来说，到底是利大还是弊大呢？第三请问对方辩友在回避的方式，突变是个好环境如何有利于高中毕业生自我成熟危机的解决，对方辩友无法回答，自我成熟的危机没有解决，如何有利于高中毕业规范行为顺利成长，对方辩友也无法回答。巨额的资金投入和表面的成才之路如何有利于个人和家庭，民族教育的流失和民族文化本根的迷失如何有利于国家，有利于民族，对方辩友也无法回答。对方辩友始终无法给我们一个具体的答案，那就是 1979 年我们国家公派出派的一批高中毕业生为什么到现在为止 20 多年的时间其回国率还是基本等于零呢？我们不是说所有的留学生都必须要回来才叫好，但是这么多的人像断了线的风筝一样一去不复返，这到底是如何体现利大于弊的呢？我国从此不再公派高中毕业生出国留学，又是如何体现利大于弊的呢？希望对方四辩待会儿给我们一个明确的答复。我方始终认为，首先应该在神州大地生根成材，我们才能振兴中华于人类文明之间，振兴祖国于世界文明之间。希望就在我辈。谢谢大家！

中国政法大学四辩：今天为了反对高中毕业生出国留学，对方辩友提出了四个论证，我方以为不然，一一提出，共同商榷。对方一辩告诉我们，高中毕业生出国留学因为适应不了，所以弊大于利。诚然异国他乡，挑战是有的，但挑战是可以克服的。这种挑战， 12 岁的詹天佑适应得了， 16 岁的邓小平适应得了，那么我们今天 18 、 9 岁的高中毕业生，在比以前好得多的学习生活环境中怎么反而适应不了了呢？对方同学说是因为心理适应不了，那么请问，如果你不让孩子锻炼，那么有适应得了的那一天吗？对方二辩告诉我们，高中毕业生出国留学会被异国文化同化，所以弊大于利。但是不要忘记，他们出国前接受了整整 12 年的国民教育。如果对方辩友认为，欧风美雨可以冲掉中国文化的本色，冲掉仁义理智信乃至廉耻和良心。请问，对中国高等教育如此刚愎自用的你们对中国 12 年的国民教育怎么如此的不自信呢？对方三辩告诉我们，高中毕业生出国留学导致人才流失，所以弊大于利。首先，未必不回来吧。17 岁的留美的周丰升、 18 岁留日的范秀花不都回来了嘛，而且成为今天一流大学武汉大学的奠基人。其实，以回不回来作为人才是否流失的标准，实在是太狭隘，李政道，杨振宁不都是世界尊重中华民族的理由吗？对方四辩告诉我们，高中毕业生出国留学费用昂贵，导致教育资本外流，所以弊大于利。诚然，荣洪出国留学是花了一千多两银子，可他从西方带来的文化思想理念，请问又值多少银子呢？今天一个家庭买洋烟，买洋酒，大家觉得无可厚非。那我不买烟，不买酒，我买教育，明明是投以木桃，报以琼瑶，请问为什么是弊大于利的呢？今天对方一、二、三、四辩友面临共同的错误就在于你们不能面对现实，而一味的把自己的例论建立在暇想的基础上。今天一个高中毕业生我跳不过高考的龙门，我绕着龙门去西洋，一样可以成龙。今天不应以吸足事理的方式勉强另一种教育方式，那么我是否选择另一种教育来适合我，更容易成才。今天我方认为高中毕业生出国留学利大于弊，原因很简单，第一对高中毕业生而言，增加了接受和选择受高等教育的机会，有利于个人成才；第二对对于中国高等教育事业来说，既缓解了量化的压力，又提出了质上的竞争，有利于高教事业的发展；第三对于中国社会而言，树立了更新思想、科技、文化的交流和汇合，有利于社会进步。我们承认，弊端也是有的，但在今天面向世界、面向未来的开放的中国，我们认为不能因为种种暂时的困难和表面的弊端，而阻挠高中毕业生出国留学的长远利益和最大价值。谢谢
